Signal in the Noise: Detecting Coordinated Behaviour at Scale
Detecting true coordination requires more than observing that events happen close together. Merely noticing that multiple systems are acting concurrently suggests correlation. Correlation means one thing happens alongside another; it doesn't prove cause or effect.
